Covington celebrates topping out ceremony at former IRS site

Drone practice on Monday was observed from the Clive the Alien installation on Scott Boulevard. The City and its partners in the Covington Central Riverfront (CCR) site and the topping-out ceremony are involved in this event.

The Topping Out Ceremony at CCR marks a significant milestone for Covington, Kentucky. The invitation to this exclusive event was themed with an extraterrestrial touch, featuring Clive The Alien, a 30-foot-tall figure located at Midtown Parking Garage.

Clive's invitation stated: “It’s me, your friendly neighborhood alien, Clive. I come in peace and with an invitation!” Special guests were invited to celebrate taking the Covington Central Riverfront to "galactic new heights."

The ceremony celebrates the redevelopment of the 23-acre former IRS site into a new neighborhood. Tom West, Covington Economic Development Director, highlighted that completing the last bit of "fill" on Third Street is a significant achievement for CCR and those involved in its development.

Bray Construction Services began soil filling in April as part of phase one of redevelopment. They will also install new utility lines and restore streets between Third and Fourth streets by fall 2025.

The event is organized by the City's Economic Development Department alongside J.S. Held, Bray Construction, and KZF Design. West expressed gratitude towards these organizations for their efforts: “So many people have worked tirelessly to get us where we are on this redevelopment opportunity that this seemed like a great way to celebrate all of the progress to date.”

Held Vice President Bo Hubbard stated: “This celebration honors the tremendous dedication and hard work that went into achieving this milestone.” Bray Construction Senior Project Manager Scott Fryman added: “Bray Construction is excited to be a part of this unique topping-out ceremony.” Tim Sharp from KZF Design remarked: “We applaud the Mayor and City Commissioners for advancing the transformational vision for Covington’s unique and unapologetic riverfront neighborhood.”

Covington-based Spotted Yeti, Crafts & Vines, and Braxton Brewing Co. sponsored in-kind contributions for the event. Snacks were provided by Emerson’s Bakery and Zell’s Pretzels from Latonia.
