Covington is seeking input from residents on how to allocate approximately $3.5 million in federal funds expected this year through the Community Development Block Grant (CDBG) and HOME programs. These grants are intended for neighborhood improvements, including affordable housing and public infrastructure projects.
To gather public opinion, the city has launched an online survey and scheduled a public hearing on February 20 at the Hellman Creative Center. The feedback will contribute to Covington's one-year "Annual Action Plan" and five-year "Consolidated Plan."
John Hammons, Covington's CDBG/HOME Program Coordinator, emphasized the importance of public input: “This is the public’s opportunity to provide much-needed information and viewpoints. We take all submissions into consideration." Past community suggestions have led to enhancements such as Austinburg Park improvements and affordable housing preservation.
The anticipated funding includes about $1.8 million from the CDBG program and $1.7 million from HOME funds. The CDBG program supports services in low- and moderate-income areas, including infrastructure, park improvements, crime prevention, economic development, literacy, and housing rehabilitation. The HOME program focuses on creating affordable housing opportunities through initiatives like down payment assistance.
Final spending decisions will be compiled into an Annual Action Plan. The current plan for 2024-2025 outlines expenditures on street resurfacing, literacy programs, affordable rental housing preservation, park improvements, emergency home repairs, and crime prevention.
After drafting a spending plan based on community feedback, another comment period will allow further public input before submission to HUD for approval by the Covington Board of Commissioners.
