Members from nine neighborhoods in Covington, Kentucky, have been appointed to a new committee tasked with guiding the city's transition to a Mayor-Council form of government. This shift was approved by voters on November 5 and is set to be completed by May 1, 2026. The Committee on Form of Government Transition will be chaired by Mayor Ron Washington and will hold its first meeting on January 29.
Mayor Washington emphasized the importance of diversity within the committee, stating that it comprises individuals who are not only engaged and experienced but also represent various geographic areas, political viewpoints, and demographic characteristics. "Covington’s strength is its diversity, so it’s critical – as we make this dramatic transition – that we include everyone in the process," he said.
The committee includes members from different neighborhoods: Michael Beeby from Licking Riverside; Billie Mocabee-Kegley from West Latonia; Angie Taylor from Latonia-Rosedale; Lisa Desmarais from Licking Riverside; Ginger Dawson from Old Town/Mutter Gottes; Fritz Kuhlman from Westside; David Davidson from Licking Riverside; and Ella Frye from Wallace Woods.
Ex-officio members include City Commissioner/Mayor Pro Tem Shannon C. Smith, City Commissioners Tim Downing, Tim Acri, James Toebbe, City Manager Ken Smith, City Solicitor Frank Schultz, and City Clerk Susan Ellis. Additionally, Sebastian Torres is expected to be appointed as the committee's administrator.
The change to a Mayor-Council form of government is common among Kentucky cities such as Florence and Erlanger. The transition process involves several decisions regarding elections and job descriptions. Public input will be sought through forums and surveys throughout the implementation period.
