Frank Schultz, who has been with the Covington staff since 2022 as Assistant Solicitor, has been appointed the new City Solicitor.
Covington City Manager Ken Smith praised Schultz, calling him a "tremendous asset to the City." Prior to joining Covington, Schultz was a litigator in private practice. A Northern Kentucky native and Beechwood High School graduate, Schultz earned his undergraduate degree in political science and business legal studies from Miami University and his Juris Doctorate from the University of Notre Dame Law School.
Schultz expressed enthusiasm for his new role. "With the Covington Central Riverfront neighborhood development, the new city hall being built, and all the projects that we have going on, this is a really great time in Covington," he said. "We have a very bright future, and we have a legal department that is going to help the policy makers and help the departments meet their goals. That’s my philosophy."
According to Schultz, he served as Assistant Solicitor under former City Solicitor David Davidson, who retired in July. He was promoted to interim City Solicitor at that time. Davidson’s philosophy was to ensure that personal views did not influence decisions, and Schultz plans to follow his former boss's lead in the role.
As Covington continues to grow, Schultz looks forward to supporting the city in achieving its goals. Smith emphasized that the City Solicitor position is one of the most important, as it advises all departments and leadership while overseeing contracts and litigation. According to Davidson, "Schultz brings many skills to the job of Solicitor, and the future of the Legal Department is in good hands."
